We are excited to announce that beginning Fall 2024, the AB19 California College Promise Program at our institution will be rebranded as the Coastline Dolphin Promise. While the name has changed, eligibility criteria for the program remains the same.
This rebranding reflects our campus spirit while continuing to support you in achieving your educational goals. Please share this update with your peers.

Eligibility Criteria
- Student must be a California resident or an AB 540 eligible student.
- Student must be enrolled in at least 12 units per semester (full-time enrollment).
- Student must complete either the Free Application for Federal Student Aid (FAFSA) or the California Dream Act Application (CADAA) for the academic year.*
- Not eligible to receive the California College Promise Grant (CCPG).
- Student must meet and maintain Satisfactory Academic Progress (SAP) standards.
*For FAFSA use school code 013536. For CA Dream Act use school code 02063500.

- Q1: Do students have to be first-time and full-time to receive a College Promise fee waiver?
- A1: No, students no longer have to be first-time students to be eligible for AB19.
- Q2: Are second year students required to have attended our college for their first year to receive a California College Promise fee waiver?
- A2: No, any student in the second year of the program may have the fees waived. The student may have attended any other California community college or have attended multiple community colleges and have completed 24 units during the first year of the program.
- Q3: Are students required to enroll in 12 units or more for every term they attend to receive a fee waiver?
- A3: No. If a student fails to enroll in or complete 12 units in one term, the student could still be eligible for a fee waiver in the subsequent term as long as they enroll in 12 or more units in that subsequent term.
- Q4: If a student withdraws or drops to less than full-time attendance, do they need to repay the fee waiver and books and supplies grant?
- A4: The student does not need to repay the fee waiver and books and supplies grant.
- Q5: Are students eligible for AB19 during the Summer semester?
- A5: Yes, students must be enrolled full-time to receive a fee waiver and books/supplies grant.
- Q6: Does a student have to be a California resident to receive the California College Promise Program or AB19?
- A6: Yes, California residents and students eligible for the non-resident tuition exemption are eligible to receive AB19.
- Q7: Students who received DPP for a term and then the next term did not receive it. Would these students continue to be eligible if they are full-time in a future term, up to 2 years or 4 terms?
- A7: Yes. If a student fails to enroll in or complete 12 units in one term, the student could still be eligible for a fee waiver in the subsequent term as long as they enroll in 12 or more units in that subsequent term.
- Q8: If a student has already received a bachelor's degree, are they still eligible for the fee waiver and books/supplies grant?
- A8: The student is not eligible for the fee waiver but may qualify for the books/supplies grant.
- Q9: Is the California College Promise Grant (CCPG) the same as the California College Promise Program (AB19)?
- A9: No, the CCPG is a fee waiver specifically for low-income students, whereas AB19 provides funding for California community colleges to offer free tuition for full-time students who are California residents. In addition to the fee waiver, Coastline College may also offer books/supplies grants to assist students with books and supplies expenses.
